About Sharon K. Parker

State and federal appeals are a large part of Sharon’s practice. She has handled and been involved in a number of first-impression issues challenging statutes and actions by governmental agencies as unconstitutional.

During law school she trained with the Early Settlement Mediation program. She graduated with honors and earned the Alternative Dispute Resolution Certificate. After passing the bar she practiced for over 20 years with the law firm of Riggs, Abney, Neal, Turpen, Orbison & Lewis, P.C.

Representative Experience

Sharon has represented both state and local governmental entities in all facets of their legal needs, including but not limited to the evaluation and resolution of claims submitted pursuant to the Governmental Tort Claims Act, advising on compliance matters relating to the Open Records Act and Open Meetings Act, negotiating contracts, defending claims asserted against such entities which have included contract disputes, torts, civil rights and employment matters, as well as advising on compliance issues relating to applicable state and federal statutes and regulations. Presently, Sharon is general counsel to the Garfield County Criminal Justice Authority in Enid and has previously represented the Tulsa County Criminal Justice Authority in Tulsa and has years of experience in the area of corrections. She has also prosecuted and defended a number of local and over-the-road transportation cases with specific experience in federal and state regulatory compliance for transportation companies. She also has years of experience in litigating construction cases, representing both owners and contractors.
